Russians have become more likely to apply for a driver's license on the first attempt
By the end of 2025, the share of driver's license exams passed on the first attempt in Russia reached record levels in recent years. Last year, 42.9% of the 3.28 million theoretical exams were passed the first time, and 19.5% of the 3 million practical exams in the city. This was reported by Kommersant on March 25, citing data from the Russian Interior Ministry.
Such indicators are associated with an increase in the level of training in driving schools, which have recently been criticized by the supervisory authorities, and with better training of driver candidates who take into account long queues for retake, said Tatiana Shutyleva, president of the Interregional Association of Driving Schools. She drew attention to the fact that 80-90% of candidates used to take the theoretical exam the first time.
In total, in 2025, according to the Interior Ministry, almost 1.37 million people received a driver's license, which is 2% more than a year earlier. The rights to drive passenger cars were granted to 1.08 million people, trucks — 110 thousand people, motorcycles — 102 thousand, buses — 29.5 thousand. Also, more than 50 thousand people received a certificate for driving trams, trolleybuses, mopeds and other types of transport.
On March 1, new rules for driver's license training came into force in Russia, according to which the use of remote technologies and an increase in driving hours will be provided. A package of 47 sample training, retraining and advanced training programs was approved.
