Slutsky proposed to the Interior Ministry to ban the movement of electric scooters on sidewalks

LDPR leader Leonid Slutsky proposed banning the movement of personal mobility aids (SIM) on sidewalks and tightening responsibility for using the phone when controlling such devices. On March 26, Izvestia got acquainted with Slutsky's letter to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.

As noted in the document, with the onset of the spring-summer season in Russian cities, the use of personal mobility equipment has traditionally increased. Despite significant efforts to improve legislation, law enforcement practice continues to identify problems that require further improvement.

Of particular concern is the use of electric scooters and electric bicycles on sidewalks and pedestrian areas, where such vehicles can reach significant speeds and pose a threat to pedestrians, especially children, the elderly and people with disabilities.

"In addition, cases of pedestrian collisions in underground and ground crossings, as well as in residential areas, have become more frequent, due to the lack of the obligation to dismount when crossing such sections," the LDPR leader noted in the letter.

According to Slutsky, using a SIM in a state of distraction, for example, when talking on the phone without a headset, also poses a great risk, which reduces the driver's ability to respond promptly to changes in the traffic situation.

In response to these problems, the Liberal Democratic Party proposed banning the movement of electric scooters and electric bicycles on sidewalks, footpaths and other areas intended for pedestrians, except in cases where this is impossible and the speed does not exceed the speed of pedestrian traffic.

It is also proposed to introduce administrative responsibility for using a phone without a headset when driving a SIM, synchronizing this with the requirements for drivers of vehicles. In addition, e-bike and SIM users should be required to dismount when crossing the roadway at pedestrian crossings and in residential areas.

As emphasized in the document, the establishment of administrative responsibility for violation of this requirement will help prevent collisions with pedestrians in places of their greatest concentration.

On March 5, Russian President Vladimir Putin instructed the government to prepare proposals to limit riding on sidewalks on bicycles with an electric motor. The decree clarified that it was necessary to consider the possibility of banning the movement of electric bicycles on the sidewalk.
