The owners of artificial intelligence (AI) content generation platforms are not responsible for the harm that may be caused by the created images or videos. Mikhail Salkin, a lawyer in civil and criminal matters, told Izvestia on March 25.
"The responsibility is borne by the persons who generated this information and used it somewhere, for example, as forged evidence in court. They were distributed in order to defame someone by redrawing someone else's face or substituting someone else's text," he explained.
In turn, cybersecurity expert Alexander Dvoryansky recalled that attackers actively use videos generated by neural networks. The quality of such videos evolves very quickly, he noted.
"First of all, this is the generation of deepfakes for potential blackmail," the expert said.
On March 22, Deputy Speaker of the State Duma Boris Chernyshov (LDPR) proposed the creation of an institute for the protection of citizens' rights in cooperation with AI technologies. According to him, the new body will be able to receive complaints about decisions related to artificial intelligence, analyze algorithm errors and cases of fake news. The Institute's tasks also include preparing recommendations for the safe implementation of AI in business and government structures.
