Verification of cars without CTP by cameras may be launched in the fall of 2026
Cars without a valid CTP policy can be automatically fixed using traffic cameras in the fall of 2026. This was reported on March 25 by TASS with reference to the official response of the GUOBDD of the Ministry of Internal Affairs of Russia to a request from Evgeny Masharov, a member of the commission of the Public Chamber of the Russian Federation on public expertise of draft laws and other regulations.
Oleg Portashnikov, Deputy head of the Ministry of Internal Affairs of the Russian Federation, said in a response that it would be possible to administer such violations using cameras after completing work related to "upgrading the service to automate the activities of centers for automated recording of administrative offenses in the field of traffic," with an approximate deadline of October this year.
The official representative of the Ministry of Internal Affairs of Russia, Irina Volk, said on March 24 that at the moment there is no technical possibility to administer the absence of valid CTP policies in automatic mode using traffic cameras.
As Nikolai Galushin, head of the National Insurance Information System (NSIS), stated on March 17, the automated insurance information system (AIS) is ready to check CTP policies using cameras on the roads. According to him, the data upload service for the State Traffic Inspectorate was ready at the end of 2025.
"Now we need to ensure that the traffic police and the Interior Ministry are ready to collect this data, and in fact the information interface system between the two systems — the traffic police and ours — will work," Galushin explained.
On March 23, Russian President Vladimir Putin signed a law specifying that drivers will be fined no more than once a day for not having a valid CTP agreement. It entered into force on the day of its official publication.
