In St. Petersburg, the provider was fined for circumventing YouTube restrictions

In St. Petersburg, TINKO LLC, an Internet service provider, was fined 250 thousand rubles for restricting users' access to YouTube video hosting. This was announced on March 24 by Daria Lebedeva, head of the joint press service of the city courts.

"On 12/07/2025 at 08:41 a.m., TINKO LLC violated the requirements of Federal Law No. 126-FZ dated 07.07.2003 "On Communications", which resulted in non—compliance with traffic requirements, namely, it did not ensure the passage of traffic to the connected communication network through technical means of countering threats (hereinafter referred to as TSP) installed on the communication network TINCO LLC," the press service of the courts clarified.

The traffic was monitored using the Auditor Automated Control system, a system for automatically monitoring the activities of Internet service providers. It is noted that the equipment was functioning, but the fact of accessibility to the YouTube resource was revealed — there were no sessions on the TSPU.

On January 12, a message appeared on the official website of Roskomnadzor (RCN) about the detection of violations of the rules for passing Internet traffic through technical means of countering threats from 33 Internet providers. According to the agency, courts have already been held on four facts and violators have been fined, materials on six cases have been sent to court, and the remaining operators have been summoned to draw up protocols.

Earlier, on January 3, it was reported that Prime Minister Mikhail Mishustin instructed to strengthen the responsibility of telecom operators and droppers for violations and expand measures to combat cyberbullying. It is planned to intensify data exchange between banks, digital platforms and departments through the Antifraud system, as well as to introduce joint liability of operators and credit organizations for damage to citizens.
