Raising the limit on life and health benefits under CTP to 2 million rubles will significantly improve the situation of victims of road accidents. This was stated by the head of the Bank of Russia, Elvira Nabiullina, at a joint meeting of the State Duma committees to review the annual report of the Central Bank of the Russian Federation for 2025, the press service of the All-Russian Union of Insurers reported on its Telegram channel on March 24.

As Nabiullina pointed out, the amount of 500 thousand rubles was enough when the CTP system was still being created. The head of the Central Bank recalled that in the system of compulsory insurance of civil liability of the carrier (OSGOP), the limit of payments for harm to life and health is now significantly higher — 2 million rubles.

In turn, Anatoly Aksakov, chairman of the State Duma Committee on the Financial market, shared that the bill to increase compensation for damage to life and health in an accident to 2 million rubles was already ready.

Evgeny Ufimtsev, President of the All-Russian Union of Insurers (VSS), said on March 19 that an agreement had been reached with the Ministry of Finance, the Bank of Russia and the deputy corps to increase the limit on life and health benefits under CTP to 2 million rubles. According to him, these changes may occur in 2026, and the insurance community will make every effort to do so.
