The State Duma passed a law on short-term insurance policies for taxi drivers

On March 24, the State Duma adopted in the second and third readings a bill that gives taxi drivers the opportunity to conclude short-term compulsory insurance contracts for civil liability of the carrier (OSGOP). The bill is published on the website of the lower house of Parliament.

When transporting passengers and luggage by passenger taxi, the contract may be valid for less than a year, but not less than one day if the carrier is an individual or an individual entrepreneur, the text of the law says.

Depending on the validity period of the short-term insurance premium agreement, the insurer sets a reduction coefficient of insurance tariffs to the total amount of the insurance premium. The law comes into force in September 2026, according to the document.

The explanatory note notes that in some cases, persons engaged in passenger taxi transportation are interested in the shortened validity period of the OSGOP contracts: the current term of the contract (one year) is not always optimal for individual carriers, who often carry out such activities not on a permanent basis, but periodically, as part-time work.

Separate meals: The State Duma intends to differentiate between taxi and ridesharing

They want to separate private car carriers from professional drivers.

Earlier, on February 26, it was reported that the State Duma adopted a bill according to which taxi drivers will be fined up to 40 thousand rubles for lack of civil liability insurance. Dmitry Novikov, a member of the State Duma Committee on State Construction and Legislation, expressed confidence that reducing the fine would not affect transportation safety for the worse and would not affect the cost of travel.
