At the moment, there is no technical possibility to administer the absence of valid CTP policies in automatic mode using traffic cameras. Irina Volk, the official representative of the Russian Interior Ministry, said this in her Telegram channel on March 24.
Fines provided for in Article 12.37 of the Administrative Code of the Russian Federation will not be applied to drivers based on the analysis of photo and video materials. Now traffic inspectors are still identifying drivers without CTP during their duty on the roads, the department stressed.
The Interior Ministry issued this statement in response to media reports that after the entry into force of the law on limiting the number of fines for drivers without CTP, automatic photo-video recording systems for violations will be installed for motorists without a valid insurance policy.
The driver has the opportunity to present to the Traffic police officer for verification both a copy of the CTP policy on paper and in the form of an electronic document on an electronic device or carrier, the Interior Ministry recalled.
The day before, Russian President Vladimir Putin signed a law specifying that drivers will be fined no more than once a day for the absence of a valid CTP agreement. It entered into force on the day of its official publication.
