The State Duma proposed to abandon the mandatory presence of witnesses when checking drivers for intoxication and completely switch to video recording of the procedure. This became known on March 24.
Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, introduced amendments to the draft law on the procedure for removing drivers from driving vehicles in the second reading.
"Today, these procedures must be carried out in the presence of two witnesses or with video recording of what is happening. My amendments suggest that in such cases, video recording should always be carried out and unnecessary participants in the process who may have their own interests should be eliminated," TASS quoted him as saying.
He noted that now all patrol cars are equipped with an automatic video recording system "Dozor" and video recorders. It is specified that in case of disputes, recorded evidence can be used.
Nilov noted that such a measure is completely justified. However, he stressed that this would not solve the problem of possible abuse.
On March 19, Nilov proposed to link the CTP policy not to the car, but to a specific driver. Currently, CTP is issued for a specific vehicle, and any number of people can be included in the policy. This is convenient when there is one car and several drivers in the family, Nilov noted. However, drivers should be given the right to choose so that they insure their civil liability and have the right to drive any passenger cars.
On March 17, the State Duma at a plenary session in the second and third readings adopted a bill defining that drivers will be fined no more than once a day for the absence of a valid CTP agreement.
