Experts discussed the regulation of cultural heritage protection items in Russia

The participants of the first meeting of the expert team created within the framework of the Interdepartmental Working Group on the Preservation of Windows discussed the provisions of the draft law aimed at clarifying the processes of approval and adjustment of the subject of protection of cultural heritage objects (WINDOWS). The meeting was led by Dmitry Panov, Chairman of the St. Petersburg branch of Delovaya Rossiya.

Representatives of the HOUSE who took part in the meeting.The Russian Federation noted that the lack of order at the federal law level leads to legal uncertainty and, as a result, the application of different decision-making procedures in the regions. The adoption of the relevant draft law "will make it possible to unify the procedure for working with security items throughout the country, reduce the risks of disputes, optimize the financial burden on investors, and determine the list of necessary works for their maintenance and preservation," the DOM.RF emphasized. The provisions of the law will also help to shorten the investment and construction cycle during window restoration.

Currently, the procedures for approving and adjusting the subject of window protection are fixed in the 73rd Federal Law. The changes to it were initiated by the Russian Ministry of Culture. In particular, it is proposed to legislate provisions on the regulation of the subject of protection of architectural monuments.

Thanks to this, investors will be able to understand exactly which elements of the building should be preserved and what can be changed or recreated before purchasing the object.

The members of the expert group plan to continue working on proposals for regulating the processes of restoring lost objects, developing a unified procedure for developing a security item and other aspects of working with windows.
