Early years and education
Shvytkin was born on May 24, 1965 in Krasnoyarsk in a military family. In 1986, he completed his studies in Military and Political Support at the Faculty of Airborne Troops of the Novosibirsk Higher Combined Arms Military and Political College named after the 60th Anniversary of the Great October. In 1999, he retrained at the Academy of Management of the Ministry of Internal Affairs of Russia, qualifying as a lawyer and organizer of law enforcement activities.
After graduating from a military educational institution, he served in the 76th Guards Airborne Division until 1992, first as deputy company commander, then as commander of a separate reconnaissance company, and later as deputy commander of a parachute battalion. He participated in operational assignments in Azerbaijan, Kyrgyzstan, Lithuania, and Armenia.
Career and parliamentary nomination
From 1992 to 2001, he worked in the structure of the Ministry of Internal Affairs of the Krasnoyarsk Territory: initially, he was the chief of staff of the battalion of non—departmental security, since 1993, he was the commander of a unit in the Special Rapid Response Unit (SOBR) of the Directorate for Combating Organized Crime, later he headed the OMON of the region. Participated in military operations in Chechnya. He held the rank of police colonel.
In 2001, he was nominated as a candidate for deputy of the Legislative Assembly of the Krasnoyarsk Territory from the electoral bloc "For the Swan", and was elected. In 2007, he was nominated on the lists of the United Russia political party in the elections to the Legislative Assembly of the region; after the distribution of mandates, he became a deputy. He headed the Committee on Legality and Protection of Citizens' rights, as well as the Committee on Education, Science and Culture.
In 2011, he ran for United Russia in the Legislative Assembly of the Krasnoyarsk Territory in the single-mandate constituency No. 6, and won the election. In September 2016, he was a candidate from United Russia in the single—mandate electoral district No. 54, and was elected to the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation.
Achievements and awards
During his service, the politician was awarded three orders of Courage, as well as medals "For Military Merit", "For Distinction in military service" of the first degree, "For Military Valor", "For service in special forces" and other awards. Shvytkin had 117 parachute jumps on his account.
Death
Shvytkin died on March 23 at the age of 61. His death was announced by Chairman of the State Duma Vyacheslav Volodin, who described him as a military officer who had been awarded numerous state awards.
