Moscow and Hanoi have signed an intergovernmental agreement on the construction of two units of the Ninh Thuan-1 nuclear power plant (NPP) with a total capacity of 2.4 thousand MW. This was announced by Rosatom State Corporation on Monday, March 23.

"The agreement regulates the terms and main directions of cooperation between the parties within the framework of the plant construction project, which provides for the construction of two Russian-designed power units with VVER-1200 reactors with a total installed capacity of 2.4 thousand. MW," the message on the Telegram channel says.

The future facility will be built following the example of an existing building, Leningrad NPP-2. In particular, it will be based on the construction of power units No. 1 and No. 2. The Russian-Vietnamese project, according to the idea, will determine the vector of interstate cooperation in the nuclear field for the coming decades.

The document was signed by Alexey Likhachev, head of Rosatom, and Chan Van Shon, Minister and Head of the Chancellery of the Government of the Socialist Republic of Vietnam. The ceremony was attended by Chairman of the Government of the Russian Federation Mikhail Mishustin and Prime Minister of the Asian Republic Pham Minh Tin.

On December 10, 2025, Secretary of the Russian Security Council Sergei Shoigu, speaking about his country's active contacts with Vietnam, said that these states were actively cooperating not only in the field of nuclear power plant construction, but also in transport construction. He noted the rather active interstate economic growth and stated that the actors have something to strive for.
