Companies' refusal to hire new employees to replace those who have left can lead to an increase in staff workload, lower productivity, and slower economic development. This was announced to Izvestia on March 23 by State Duma deputy Alexander Tolmachev.
"Firstly, the burden on the remaining employees is increasing, which can lead to burnout, overwork and, as a result, a decrease in production rates, the quality of products or services, and non-compliance with standards," he said.
According to the MP, on the one hand, the refusal to hire allows companies to save resources. However, such a strategy comes with a number of risks. Increasing the workload on employees can negatively affect the quality of work and compliance with standards, and in some areas, such as transport, even safety.
In addition, according to Tolmachev, the lack of an influx of new specialists deprives businesses of fresh knowledge and skills. New employees, especially graduates, often possess modern technologies and can contribute to the development of companies and industries in general. Without this update, the processes may slow down, which will affect the economy.
Tolmachev also pointed to the social consequences. A reduction in hiring may lead to an increase in unemployment and an increase in the number of recipients of social benefits, which creates an additional burden on the budget. At the same time, a decrease in household incomes affects the level of consumption, which can also slow down economic activity.
Speaking about automation, the MP noted that it can both lead to job cuts and create new professions. In some industries, technology is driving the emergence of new roles related to control and development, while in others, a lack of human involvement can lead to stagnation.
"However, changing the employment structure is an evolutionary and natural process. It is important for the state to control its gradualness and smoothness, to help professionals move into areas where their knowledge and skills will be useful," he added.
The MP stressed that automation brings savings to companies, but in the absence of balance, it can lead to a slowdown in development. In his opinion, technology should complement, rather than completely replace, human labor.
