An expert on housing and communal services spoke about fines for cluttering up entrances

Cluttering up communal corridors can lead to an inspection by the Ministry of Emergency Situations and fines of up to 15,000 rubles for citizens. Dmitry Bondar, a public figure and housing and communal services expert, told Izvestia on March 23.

"An obstacle may be recognized as old furniture, boxes, bags of repair mix, or household appliances like a refrigerator. Perhaps even mats or hangers will be sanctioned if they interfere with passage according to fire safety regulations," he said.

According to the expert, owners and management companies need to comply with fire safety requirements established, in particular, by Government Decree No. 1479. In case of complaints from neighbors, the inspector of the Ministry of Emergency Situations can carry out an inspection. First, as a rule, an order is issued to eliminate violations, however, if ignored, fines may be imposed under Article 20.4 of the Administrative Code of the Russian Federation.

For citizens, the amount of the fine ranges from 5,000 to 15,000 rubles. At the same time, for legal entities, including management organizations and HOAs, the sanctions are much higher — from 300 thousand to 400 thousand rubles.

Bondar stressed that violations can be avoided if the storage system is thought out in advance. For example, it is possible to create storerooms with the consent of at least 2/3 of the owners and the availability of a project. Wall-mounted storage systems inside apartments or the rental of individual boxes for seasonal items can be an alternative. The expert added that cluttering common spaces not only violates the rules, but also poses a security threat, so residents should avoid storing personal belongings in entrances.

Lawyer Vasilchuk warned Russians on March 11 about fines for garbage at the door in the entrance. It was clarified that, depending on the nature of the violation, residents face fines from several hundred to tens of thousands of rubles.
