A third of cars in the Russian Federation ended up without a CTP policy.
About a third of cars in Russia have not had a CTP policy in recent years, TASS reported on March 23, citing data from the State Traffic Inspectorate and the Bank of Russia.
Thus, according to the traffic police, as of January 1, 2025, 67.5 million vehicles (TS) were registered in Russia. At the same time, in 2024, more than 44.6 million CTP policies were issued for vehicles of all categories in the Russian Federation, according to the Central Bank. Thus, almost 23 million cars had no insurance.
However, as specified in the note, compared to previous years, the number of cars without insurance in 2024 decreased slightly. On January 1 of that year, 65.7 million vehicles were registered in the Russian Federation with 41.2 million policies — there were 24 million vehicles without avtograzhdanka.
As of January 1, 2023, almost 64.5 million vehicles were registered, and over 40 million insurance contracts were issued. Thus, more than 24.5 million cars were without CTP.
Earlier, on March 19, the State Duma again proposed to link the CTP to the driver. This initiative was made by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs. Currently, CTP is issued for a specific vehicle, and any number of people can be included in the policy.
