Mitvol's defense demanded a review of the fraud case

The defense of ex-senator and former Deputy Minister of Natural Resources Oleg Mitvol appealed to the Prosecutor General with a request to review the fraud case due to newly discovered circumstances. Lawyer Mikhail Sholokhov told Izvestia about this on March 23.

On March 19, Mitvol's representative filed a petition with the Prosecutor General's Office, pointing out that the court's position reflected in the verdict against other defendants — former Chairman of the government of the Krasnoyarsk Territory Yuri Lapshin and ex-head of the Regional Transport Administration Konstantin Mandrov — lacked the "qualifying sign of deception" that had previously been attributed to Mitvol. According to the lawyer, this is the basis for resuming the proceedings.

"Mandrov personally supervised the progress of work (during the construction of the metro in Krasnoyarsk. — Ed.) in terms of engineering surveys and was aware of all their shortcomings, as well as the inability to complete the work within the time limit set by the contract," follows from the document reviewed by Izvestia.

Mitvol was sentenced in September 2023 to 4.5 years in prison for embezzlement of over 900 million rubles, which were allocated for the construction of the metro in Krasnoyarsk. The Board of Directors of JSC Krasnoyarsk Trust of Engineering and Construction Surveys (TISIZ), headed by him, was involved in the project. In the spring of 2024, the Krasnoyarsk Regional Court upheld the verdict.

Later, the court refused Mitvol's early release. According to the convict himself, his salary in the correctional institution reaches 15 thousand rubles. With such an income, it would take him an extremely long time to fully repay the damage exceeding 900 million rubles.

The court also refused to commute Mitvol's sentence. According to the lawyer of the ex-official, Mitvol was not brought to disciplinary responsibility while serving his sentence. In addition, he repented and also received one encouragement. At the same time, the court refused to grant the petition, which was also not supported by the prosecutor.
