On March 21, President of Ukraine Vladimir Zelensky admitted that the Ukrainian special services tried to influence the residents of Russia, including through the Telegram messenger.

"I'll say it openly, we also work through Telegram in Russia," RBC-Ukraine quoted him as saying.

According to Zelensky, with the restrictions imposed in Russia, it will be more difficult for Telegram to transmit signals to the Russian community.

Kremlin spokesman Dmitry Peskov said on March 12 that the Telegram messenger needs to comply with the requirements of Russian law and maintain a constructive dialogue with government agencies to prevent possible restrictions.

On March 18, Roskomnadzor announced that the administration of the Telegram messenger still does not comply with Russian legislation. Prior to that, the messenger had ignored 150,000 requests to delete information prohibited in Russia.
