The Russian Ministry of Finance advocates the phased introduction of value-added tax (VAT) on e-commerce products. This was announced on March 19 by Alexey Sazanov, State Secretary and Deputy Minister of Finance of the Russian Federation, at the St. Petersburg Tax Forum.

"VAT should also be charged on e-commerce products. <...> We have prepared such changes to the legislation, a draft law has been developed that VAT will be levied on e-commerce products," RIA Novosti quoted Sazanov as saying.

According to him, the ministry proposes to introduce the tax gradually. In particular, in 2027, the rate may reach 7%, then rise to 14%, and later to a total level of 22%, she said.Газета.Ru ".

Sazanov clarified that the relevant amendments have already been prepared, and e-commerce products are allocated to a separate category in the customs legislation. At the same time, countries are given the right to independently set domestic taxes on such products.

He added that there are alternative proposals. In particular, the Ministry of Industry and Trade advocates the introduction of VAT immediately in full. The final decision on this issue will be made by the Russian government, the Deputy minister stressed.

The Ministry of Finance of the Russian Federation also proposed on March 2 to exempt organizations and individual entrepreneurs in the field of catering from value-added tax, which are under simplified and patent taxation regimes. The measures are expected to be introduced between April 1 and December 31, 2026.
