The Investigative Committee has established the involvement of the Ukrainian commander in the attack on Orel last year.

The commander of the Ukrainian Navy brigade was involved in the terrorist attack on Orel. This was stated by Alexander Bastrykin, Chairman of the Investigative Committee of Russia, at an operational meeting in Donetsk on March 19.

"The commander of the 360th separate coastal missile brigade of the Ukrainian Navy, Yuriy Yatskevich, is involved in this crime," Bastrykin is quoted as saying on the agency's website.

It is noted that in December 2025, Yatskevich gave an illegal order to attack civilian targets in the Orel region from the launchers of the Neptun complex. As a result of the damage to the Oryol thermal power plant, the supply of electricity and heat to over 20 thousand residents of the region was suspended. Yatskevich was charged in absentia.
