Families with two or more minor children will be able to return 7% of the paid personal income tax (personal income tax) in 2026. This was announced by Ekaterina Golubtsova, Candidate of Economic Sciences, Associate Professor at Plekhanov Russian University of Economics.
"In this case, "tax cashback" means the return of a portion of the personal income tax paid to taxpayers with children, subject to certain conditions. In 2026, parents of two or more minor children can claim this lump sum payment if they had a personal income taxable income in 2025, and the average per capita family income does not exceed 1.5 times the regional subsistence minimum," the expert informed RIA Novosti.
Golubtsova clarified that children can be over 18 years old, but under 23 if they are in full-time education. To receive the payment, you need to submit an application through the portal of public services, the IFC, or personally contact the Social Fund from June 1 to October 1.
The expert also said that a prerequisite for receiving the payment is the presence of Russian citizenship for all family members, as well as the tax residence of the Russian Federation of both parents. In addition, applicants for a tax cashback should not have any alimony arrears.
The payment will be a one-time payment and will be calculated from family income for 2025.

According to him, in order to receive an allowance, it is necessary to submit an application before the end of the year and confirm the relevant grounds with documents.
