Tatarstan proposed to the State Duma to ban hints in the media about guilt before the court decision

The State Council of the Republic of Tatarstan has submitted to the State Duma a bill that prohibits the dissemination in the media of information hinting at a person's guilt before a court decision. The text of the document is posted in the electronic database of bills of the State Duma.

The authors of the initiative propose to supplement the law "On Mass Media" with a new concept — "accusatory information". It refers to information that, regardless of the wording, is perceived as accusing a person of committing a crime. The legislators refer to the formulations as "presumably", "in the opinion", "possibly", "from words", as well as references to sources.

"The dissemination of incriminating information in the mass media, information and telecommunication networks and other public resources is allowed only if there is a judicial act that has entered into legal force," the text of the bill says.

The document also prohibits the use of illegally obtained materials as a basis for unscheduled inspections, including covert filming at restricted access facilities. People who have applied to the supervisory authorities also cannot disseminate incriminating information about the persons being checked before the court's decision.

The State Council of Tatarstan explains the initiative of Article 49 of the Constitution of the Russian Federation, which guarantees the innocence of a person until a court decision to the contrary, clarifies "Газета.Ru ".

It is proposed to impose fines for violations: for citizens — from 100 thousand to 300 thousand rubles, for officials — from 300 thousand to 700 thousand, for legal entities — from 1 million to 2 million rubles.

The bill will be considered by the commission of the Council of Legislators on information policy, information technology and investments. She must provide an opinion by April 22.

In January, it was reported that photojournalists were banned from filming the plenary sessions of the State Duma. Only the videographers remained on the balcony, which stood out for filming. The press service of the lower house explained that initially the balcony in the meeting room was intended only for cameramen of federal channels and this mode of operation came into force on January 21.
