Lawyer Vitaly Revzin told how to register the property for free. In conversation with aif.ru On Tuesday, March 17, he noted that the issue of free cottages remains one of the most discussed in the real estate industry, but there are many myths surrounding it.

At the same time, as practice shows, such an opportunity is indeed provided for by law, but it is regulated by a number of conditions that are important to take into account. Revzin explained that the main mechanism is the updated dacha amnesty, which is often referred to as "dacha amnesty 2.0." According to him, it does not allow you to get an empty plot from scratch, but is intended to legalize land already in use.

We are talking about citizens who have been using land plots provided to them or their relatives for decades, but have not registered ownership rights. This applies to land for gardening, gardening, private farms or residential housing, allocated back in Soviet times or in the 90s.

Thus, the expert emphasized, we are not talking about distributing plots to everyone, but about the opportunity to take ownership of land and buildings for free, which people have actually been using for a long time.

On February 16, Nikita Chaplin, a State Duma deputy and chairman of the Union of Summer Residents of the Moscow region, told RT how the redevelopment and reconstruction of a private house are being designed. If the changes affect the parameters of the house — height, number of floors, area or load—bearing structures - this is considered reconstruction, the deputy explained. In this case, registration is carried out according to the dacha amnesty.

Since February 1, 2026, Rosreestr has introduced new requirements for the registration of technical documentation for the registration of property rights under the dacha amnesty. The technical and boundary plan must now contain the address of the facility registered in the Federal Information Address System (FIAS) or the State Address Register (GAR), as well as the unique identifier FIASID, notes 360.ru . If the object does not have an address, before preparing a technical or boundary plan, it must be issued through the regional portal of public services — this can be done by the owner or his representative.

According to her, it is possible to build a house up to 20 m and no higher than three floors in the country, as well as outbuildings in compliance with the norms. Commercial facilities are prohibited — a fine and seizure of the site are threatened for misuse, the NSN notes.

In October, DEPUTY Chaplin said that the simplified registration procedure for country houses and plots built before May 1998 (the "Dacha Amnesty") would last in Russia until March 1, 2031. According to him, extending this period will help solve the problems of many residents whose houses and plots are not officially registered.

It applies to houses and plots on land for residential housing, gardening and private housing, including those obtained before 2001.
