The Russian Ministry of Internal Affairs (MIA) has prepared a draft law obliging foreign citizens to notify in advance of plans to enter the country without a visa. This was announced on February 20 by the official representative of the Ministry of Internal Affairs of Russia Irina Volk.

"The draft federal law proposes to provide for the obligation of foreign citizens planning to enter Russia on a visa—free basis to provide appropriate notification in advance," Wolf said in the MAX messenger.

According to the provisions of the document, from January 1, 2028, it is proposed to stop filling out migration cards. This measure is related to the fact that data exchange between departments is already carried out in electronic form. In addition, work is underway to create a state information resource "Digital profile of a foreign citizen."

Prior to that, the Vedomosti newspaper, citing sources, reported that the Russian Interior Ministry had prepared draft amendments strengthening the responsibility of foreigners for extremism, threats to public and information security. The initiative was approved by the government commission on legislative activity.

On March 4, Russian President Vladimir Putin pointed out the need to pay special attention to combating illegal migration in Russia. He also noted that the measures taken in this area are already yielding results.
