The NSIS announced its readiness to launch a CTP check through the cameras.
The automated information system (AIS) of insurance is ready to check CTP policies using roadside cameras. This was stated by the head of the National Insurance Information System (NSIS) Nikolay Galushin, according to the operator's message, which was received by Izvestia on March 17.
According to Galushin, the data upload service for the State Traffic Inspectorate was ready at the end of 2025.
"Now we need to ensure that the traffic police and the Interior Ministry are ready to collect this data, and in fact the information interface system between the two systems — the traffic police and ours — will work," he explained.
Representatives of the NSIS stated that the "stumbling block to launching inspections" is the retrofitting of the information system of the State Traffic Inspectorate so that the cameras can read the numbers, convert the photo into a digit, and the digital value into the vehicle number, and verify this with the data uploaded from AIS on the availability of a CTP policy on a specific date for a vehicle with a specific license plate.
The head of the NSIS urged drivers to check their policies and contact the insurance company if the license plate number of the vehicle is missing in the policy. He explained that when the system starts working, the check will be carried out on the side of the traffic police by the vehicle number and other identifiers, such as the VIN number. However, it is better to have both IDs, he advised. Last year, 4.6 million CTP policies in the AIS system did not have license plates, Galushin added.
At the plenary session on the same day, the State Duma adopted a bill in the second and third readings defining that drivers will be fined no more than once a day for the absence of a valid CTP agreement. The bill is one of the steps towards the introduction in 2026 of verification of the availability of a valid CTP policy using automatic cameras for photographing traffic violations.
