The State Duma adopted a law on a one-time fine per day for driving without CTP
At the plenary session in the second and third readings, the State Duma adopted a bill defining that drivers will be fined no more than once a day for the absence of a valid CTP agreement. The document is published on the website of the lower house of Parliament.
The bill is one of the steps to introduce in 2026 verification of the availability of a valid CTP policy using automatic cameras for photographing traffic violations, explained earlier by the head of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev.
Currently, one of the main obstacles to the introduction of checks using cameras is the current wording of Article 12.37 of the Administrative Code, which allows for repeated administrative liability during the day for operating a vehicle without a CTP policy, according to the explanatory note to the bill.
On March 5, Nikolai Galushin, head of the National Insurance Information System (NSIS), announced that a camera check of CTP had been launched in Moscow. According to him, the system has been operational since the beginning of 2026, now it is only valid for taxis and freight transport. At the same time, the driver is not fined for the absence of a mandatory car license — they revoke his permission to operate a taxi or enter the city for a truck.
