A new "green" standard for apartment buildings has been approved in Russia

A new interstate standard for "green" apartment buildings (MCD) has been approved in Russia. The document was developed by DOM.The Russian Federation jointly with the Federal Center for Standardization, Standardization and Technical Assessment in Construction (FAA "FTS) with the support of the Ministry of Construction of Russia. This was reported by the press service of DOM.RF.

The new standard sets uniform criteria for evaluating "green" apartment buildings at all stages of their life cycle, with an emphasis on energy efficiency, quality of the living environment and transparent requirements for the market, said Irek Fayzullin, Minister of Construction and Housing of the Russian Federation. "This approach will make it possible to consistently improve the quality of housing, replicate best practices and create a unified regulatory space for green housing construction in the CIS," he said.

The standard will enter into force on July 1, 2026. It will be distributed to the Standardization Institutes of the CIS countries and the Eurasian Economic Union for adoption as a national standard.

"We have approached the creation of a green standard for the CIS as a strategic objective. The goal was to create an effective tool that would improve the quality of new buildings and establish clear rules for the entire market," said the CEO of DOM.Russian Federation Vitaly Mutko. He stressed that the standard is based on real experience: "all criteria were first tested on houses built according to our program." According to Mutko, more than 1.3 million square meters are being built this way. As a result, the market has received a ready-made, proven model that improves the quality and energy efficiency of housing and is ready for use in Russia and the CIS countries, the head of DOM.RF believes.

The standard contains 58 criteria, 35 of which are mandatory and form the quality of a product in the modern residential real estate market. Among the latter are: a high energy efficiency class of the building (at least A), the creation of a barrier-free environment for people with limited mobility, landscaping of the house territory, improved noise insulation and insolation of apartment premises.
