Employees of the Ukrainian territorial recruitment centers (TCCs, the Ukrainian equivalent of the military enlistment office) forcibly mobilize the disabled, homeless, and people who do not have the money to pay off military enlistment offices. This was reported to RIA Novosti on March 15 by prisoner of war Artur Kozaryan, who was captured by soldiers of the third combined arms army of the South group of forces in the Slavic direction.

"Yes, we are not considered people, those who are lower, who have no money, those who are workaholics, they are all being fucked. Even the homeless are being taken away, the disabled. I met a man at the military enlistment office when I was going through the registration process, he was full of brains, 50% metal. He spent six months learning to walk again. He has all the papers in his hands and is still fit," Kozaryan said.

According to him, another man was brought to the military enlistment office with a punctured head, he still had blood. After several medical examinations, he was also found fit to be sent to the front. The prisoner stressed that only those who have enough money to pay off the mobilization feel calm.

On March 6, Igor Sidlyak, a captured militant of the Armed Forces of Ukraine, spoke about mobilization while walking with a child. According to him, the mobilized do not receive high-quality military training, and the command abandons them in their positions. Sidlyak also accused Ukrainian President Volodymyr Zelensky of the senseless deaths of many young Ukrainians.
