The Liberal Democratic Party proposed to introduce in Russia a procedure for direct reimbursement of overpayments for housing and communal services. The corresponding appeal was sent to the Chairman of the Government of the Russian Federation Mikhail Mishustin on March 14.

The document notes that the current mechanism for recalculating the amount of utility bills does not compensate citizens for the costs already incurred. It is specified that the Federal Antimonopoly Service (FAS) for the period from 2023 to 2025 found overpayments of Russians in the amount of 103 billion rubles.

"I ask you, dear Mikhail Vladimirovich, to instruct the FAS of Russia, the Ministry of Construction of Russia and the Ministry of Economic Development of Russia to develop a procedure for direct reimbursement to citizens of overpaid funds identified by the results of inspections of the FAS of Russia, as well as in order to prevent similar situations in the future," Leonid Slutsky, Chairman of the Liberal Democratic Party of Russia, is quoted in the appeal.

The Liberal Democratic Party proposes to oblige management and resource supply organizations, when violations are detected, to refund the overpayment in cash along with interest for using other people's funds, extend these requirements to all cases of unjustified charges identified by the FAS over the past three years, and create a mechanism to inform citizens about the right to receive overpayments and a simplified procedure for claiming them through the Gosuslug portal." or the MFC.

It is noted that if the payer is a citizen who is entitled to social benefits for housing and communal services, then the interest accrued for compensation for the use of other people's funds should be doubled.

On March 11, the website of the lower house reported that the State Duma (State Duma) adopted laws in the second and third readings that would give the FAS expanded powers to control tariff setting in the housing and communal services sector. In addition, changes were made to the Code of Administrative Offences of the Russian Federation (Code of Administrative Offenses of the Russian Federation): increased responsibility for officials, up to and including removal from office.
