Fines for citizens for unsanitary conditions in apartments can be increased tenfold. This was announced on March 13 by Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"My proposal is to raise it [the amount of the fine] at least 10 times, because this fine has not changed since 2008, that is, for almost 20 years," he said.

According to Kolunov, the penalty for individuals ranges from 500 to 1 thousand rubles. The deputy called these amounts "negligible," noting that the initiative had already been supported by Rospotrebnadzor and the Ministry of Construction.

As the deputy emphasized, most often violators are either those who use housing for commercial animal husbandry, or people who litter apartments with garbage due to mental problems. The State Duma believes that an increase in fines will force the owners of such apartments to think about cleanliness. Consideration of the bill is expected in 2026.

Olga Leonova, Associate Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, said on March 4 that an unpleasant odor in an apartment could be a consequence of a violation of sanitary and epidemiological requirements for the operation of residential premises. For this, Russians can receive a fine of up to 20 thousand rubles.
