Against the background of mobile Internet restrictions, a "whitelist" of sites has become available in Moscow and other Russian cities. What is the "white list" of sites in Russia?

Whitelists in Russia are lists of Internet resources and services that can be accessed even with communication restrictions for security reasons. The list was developed by the Ministry of Finance and the largest Russian telecom operators. Internet access is blocked at the level of telecom operators: the equipment allows requests only to predefined domains that are considered socially significant.

Traffic filtering technically takes place at the level of DNS queries and IP addresses. Telecom operators use deep Traffic Inspection (DPI) to recognize domain names and skip authorized resources.

As part of the whitelisting process, users can access the portals they need in their daily lives. However, this applies exclusively to the mobile Internet. When connected to Wi-Fi, all websites and applications function normally.

How whitelists are updated

There is no single and complete white list of services on the website of the Ministry of Digital Economy. The list of resources to which access remains subject to restrictions is regularly updated as requests from service owners are received. At the moment, the first, second, third, fourth and fifth lists are available, which are published separately.
