The regions of the Russian Federation with the most trouble-free drivers are named
According to the results of 2025, the highest proportion of car owners with the maximum discount for accident-free driving under CTP was recorded in Moscow. In the capital, more than half of drivers (52.3%) have a minimum value of the bonus-malus coefficient (KBM). The Russian Union of Insurers (RSA) announced this in its Telegram channel on March 13.
St. Petersburg is in second place in the rating (50.8%), and Perm Krai closes the top three with 48.9%. Next are the Leningrad and Ryazan regions, the Republic of Karelia, as well as the Novosibirsk, Vologda and Tomsk regions. In these and 25 other regions, the proportion of careful drivers exceeds 40%.
The average share of car owners with a minimum BMD in the Russian Federation increased by 6 percentage points (pp) last year and reached 41.5%, which is more than a third of drivers across the country. As noted by the head of the RSA Evgeny Ufimtsev, an increase in the proportion of careful drivers was observed in all regions of the country without exception, the largest recorded in the Trans-Baikal Territory (+12.9 percentage points) and the Republic of Mordovia (+10.7 percentage points).
"This positive trend indicates that more and more car owners adhere to a careful driving style, follow the rules of the road and less often become involved in accidents, which means they receive a more favorable tariff for the CTP policy," Ufimtsev said.
Earlier, on March 12, the insurer said that Moscow had once again become the most emergency region in Russia, accounting for 9% of all road accidents in the country by the end of 2025. Krasnodar came in second place (7%), followed by Moscow (6%), Novosibirsk (3.6%), Rostov (2.8%) regions and Bashkiria (2.8%).
