The expert appreciated the new law on social infrastructure in the projects of the KRT

The State Duma adopted in the third reading a law that obliges developers to provide for the construction of social infrastructure facilities in integrated territorial development projects. Alexey Zhornik, General Director of the architectural and engineering bureau Dreamform, told Izvestia on March 13 about how the new requirements may affect developers and urban development.

"This is an important step for the development of the CRT mechanism, as it reinforces the need to take into account estimated indicators of the provision of communal, transport and social infrastructure. Previously, in practice, there were situations when this part of the project was not fully worked out," said Zhornik.

The expert explained that before that, in some cases, the infrastructure — schools, kindergartens and roads — appeared after the housing was commissioned and was financed from regional or municipal budgets. The new law should change this approach and make projects more balanced.

According to the expert, the new requirements can change the economics of development projects. The cost of building social infrastructure will now be included in the project at the initial stage, which may increase the overall cost of construction. In fact, there is a redistribution of the financial burden: part of the costs that were previously covered from city or regional budgets now falls on developers. As a result, some of these costs may affect the final cost of housing.

Zhornik also added that the new requirements may strengthen the positions of large developers with sufficient financial resources and experience in implementing large-scale projects. For small companies, participation in CRT programs may become more difficult.

At the same time, the expert sees long-term advantages in the innovation. According to him, this can stimulate the influx of private investment not only in residential development, but also in public infrastructure. As a result, the requirements for the quality of architectural solutions, the design of schools, kindergartens, public spaces and transport links may increase. According to Zhornik, this will make it possible to create more thoughtful urban neighborhoods and reduce the number of standard projects.

"The new law can be considered as the next stage in the development of the CRT mechanism. It makes projects more difficult, but at the same time increases their quality and sustainability," the expert concluded.

At a meeting on March 12, the State Duma adopted in the second and third, final, readings a law prescribing the obligation to include in the agreements on integrated territorial development (CDT) the responsibilities of developers for the construction of social infrastructure. The document stipulates that when making a decision on the CRT, standards for the provision of public facilities for communal, transport and social infrastructure, as well as requirements for their territorial accessibility in accordance with regional and local urban planning standards, should be taken into account.

Analysts at NDV Real Estate Supermarket reported to Izvestia on March 4 that by the end of February 2026, the average price per square meter in the primary housing market of "old" Moscow was 814.9 thousand rubles, including the elite segment. During the month, the cost decreased by 2.3%. Thus, the largest decrease, by 11.8%, was recorded in Babushkinsky district — this is due to the new volume of comfort-class housing under the renovation program. In the Novogireevo area, a decrease of 7.1% is due to an increase in the number of large—format apartments in sale.
