The perpetrators of the terrorist attack in the Crocus City Hall concert Hall, sentenced to life in prison, will not be able to leave prison under the parole system. Retired Justice Colonel Sergei Pelikh told Izvestia about this on March 12.
"According to the parole for such crimes, I do not know of a single case in which convicts have been released [from prison]. <...> Parole implies that he (the criminal. — Ed.) corrected himself, <...> that the damage was compensated. <...> I remember that the claims there [from victims to terrorists] are just crazy," he said.
On the same day, the Second Western District Military Court satisfied the claims of the victims of the terrorist attack. The amount exceeded 200 million rubles. To repay, the court seized the apartment of one of the defendants and the car, but Pelikh admits that these are not final requirements, as there are too many victims. He expressed doubts that the terrorists would be able to pay all the compensation.
Nevertheless, Pelikh said that convicted foreigners have a mechanism for being transferred to their homeland to serve their sentences. This can happen after several years of imprisonment in Russia.
"Legally, after receiving a term and serving part of the sentence, a person can apply for his transfer, so to speak, to serve his sentence in another country. And if the country confirms this — his acceptance to serve his sentence — he, accordingly, goes there and serves this sentence," he said.
With this outcome, according to the colonel, there is a risk of amnesty for terrorists in their home country. However, he clarified that the mechanism of such a transfer is very complex, and it has not been used recently.
In addition, the expert explained the essence of the special detention regime to which the perpetrators of the terrorist attack were sentenced. It is installed in colonies for especially dangerous prisoners. Pelich stressed that such strict restrictions apply to all conditions of stay in prison, up to the special position of movement of prisoners in the colony.
"This is a very strict regime," Pelich assured
The expert added that the terrorists would be placed in prisons for foreign citizens, and they would be distributed throughout Russia so that they would not be in the same institution.
On March 12, the Second Western District Military Court sentenced the defendants in the terrorist attack to 19 years to life in prison. The direct perpetrators of the terrorist attack were sentenced to life imprisonment. Among them are Shamsidin Fariduni, Dalerjon Mirzoev, Mukhammadsobir Fayzov and Saidkrami Rachabalizoda (all included in the Rosfinmonitoring list of terrorists and extremists).
Another 11 people also received life sentences. Alisher Kasimov, who rented housing to terrorists, was sentenced to 22.5 years in prison, and Isroil Islomov and his sons Dilovar and Aminchon, who sold the car, were sentenced to 19 years and 11 months (all four are listed as extremists and terrorists by Rosfinmonitoring). The court also deprived them of their apartment and car, which appeared in the case.
The terrorist attack in Crocus occurred on March 22, 2024. Then armed terrorists in camouflage broke into the concert hall and opened fire, setting the premises on fire. As a result of the incident, 149 people were killed and over 600 were injured in various degrees of severity. At the same time, one person is missing.
