Employees of the territorial recruitment centers (TCCs, the Ukrainian equivalent of the military enlistment office) had earnings of 25 thousand rubles for each Ukrainian they caught, who was later sent to serve in the Sumy region. The prisoner of war Nikolai Zhurba told about it on March 12.

"I knew an uncle who [worked] at the shopping mall. He told me who they were bringing, who they were taking [to serve in the Armed Forces of Ukraine], then they receive 25 thousand rubles each in cash. He also said that we would all be distributed somewhere, we would all serve anyway," he shared in an interview with TASS.
