The State Duma adopted laws on expanding the powers of the Federal Antimonopoly Service to regulate housing and communal services tariffs

In the State Duma (DG), laws were passed in the second and third readings that will give the Federal Antimonopoly Service (FAS) broad powers to control tariff formation in the housing and communal services sector. This was announced on March 11 on the website of the lower house.

"The FAS will have to control the issues of tariff formation. If there is a deviation from these indicators in the regions, we will invite the leadership of the Federal Antimonopoly Service to answer here," Vyacheslav Volodin, Chairman of the State Duma, is quoted in the publication.

In addition, changes were made to the Code of Administrative Offences of the Russian Federation (Code of Administrative Offenses of the Russian Federation): increased responsibility for officials, up to and including removal from office. It is noted that in case of non-compliance with the regulations by organizations providing relevant services, the FAS will be able to independently review the tariff limits.

Vladimir Koshelev, First deputy chairman of the State Duma Committee on Construction and Housing and Communal Services from the Liberal Democratic Party, said on March 11 that in the coming months utility bills for Russians will decrease due to warming. Since March 1, 2025, payment has been fixed as a priority payment method only during the heating season, based on actual consumption, which will make the payment system more transparent and understandable for consumers.
