Deputies of the State Duma of the Russian Federation at the plenary session on March 11 adopted in the second and third readings a bill that introduces a ban on the administrative expulsion of foreigners serving in the Russian Armed Forces.
The draft law stipulates that foreign citizens and stateless persons who have served under a contract and participated in combat operations as part of the Russian Armed Forces (AF) are not subject to administrative expulsion from the country.
If the administrative penalty provides for expulsion, then instead of this measure, a fine or compulsory labor for a period of 100 to 200 hours will be imposed. Also, for persons who violate the rules of spectator behavior at sports competitions, a ban on visiting the venues of such events may be imposed for a period of 1 to 7 years.
On March 8, Russian President Vladimir Putin signed a law banning the extradition to other countries for criminal prosecution of foreigners serving under contract in the Armed Forces of the Russian Federation. According to the new rules, a foreign state will be refused to extradite a person for criminal prosecution or execution of a sentence if the request concerns a contract serviceman of the Armed Forces of the Russian Federation or other military formations of the country.
