The RSA named two obstacles to the introduction of CTP for electric scooters
The initiative of a number of State Duma deputies to extend CTP to personal mobility aids (SIM) faces two obstacles — the impossibility of state registration and the lack of control over the liability insurance of their owners. This was announced on March 11 by Mikhail Porvatov, Presidential Adviser on Public Relations with the Russian Union of Motor Insurers (RSA).
As Porvatov explained, in accordance with the CTP law, the responsibility of the vehicle owner is mandatory if the vehicles are registered with the State Traffic Inspectorate. However, SIM cards do not have clear identifiers and, accordingly, the State Traffic Inspectorate cannot register them.
The second issue is also related to insurance — monitoring the compliance of SIM owners with their obligations to insure civil liability, the specialist said. However, how to carry out this control, especially given the lack of state registration, is not entirely clear, said the adviser to the President of the Republic of Armenia.
"The traffic police officers said that they could not control the Sims in principle, and therefore they could not control the fulfillment by the owners of the Sims of a hypothetical obligation to insure their civil liability. And if there is a duty, but there is no control and sanctions are not applied, then all this will be quite ineffective," Porvatov quotes the RSA Telegram channel.
Earlier, on January 29, it was reported that the smart cameras of the Traffic Management Center in Moscow began to detect scooters and bicycles on the roads. According to Maxim Liksutov, Deputy mayor of the capital, cameras have learned how to record the movement of SIM users in lanes designed for cars, which is prohibited by traffic rules and creates danger.
