Russia plans to introduce a limit on the number of bank cards per person
The restriction on the number of bank cards held by one person in Russia will come into force in two stages, said the chairman of the Central Bank, Elvira Nabiullina. Starting in September 2026, citizens will be allowed to have no more than ten cards in one bank, and a year later — no more than 20 cards in total, when the unified payment card accounting system is launched.
"In order for the restrictions for droppers to work effectively, it is necessary to create a unified card accounting system that all banks will connect to," she explained.
The head of the Central Bank recalled that the originally proposed restrictions had been relaxed. The limit on cards in one bank has been increased to ten instead of five, which takes into account the needs of large families, registration of children's cards, as well as types of cards with a low risk of use in fraudulent schemes.
The unified register of bank cards will be created in 2027.

Antifraud information system as a way to combat cybercrimes

Also, since March 1, payment services, marketplaces, classifieds, and credit bureaus have been able to voluntarily use a single Biometric System to remotely identify users when logging into applications, personal accounts, and when requesting a credit history. It is assumed that this will simplify authorization and at the same time strengthen account protection.
In addition, entrepreneurs and companies selling goods on marketplaces and ad platforms will be able to optionally undergo verification through a Single Identification and Authentication System. After confirming the identity, sellers will receive a special mark, which should increase the transparency of online trading and the trust of buyers.

Starting from March 1, 2026, microfinance organizations are prohibited from issuing consumer loans using simplified identification. This means that it will now be impossible to receive money only by passport series and number, including stolen documents.
When making loans remotely, customer authentication through a Single biometric System will become mandatory. For micro-credit companies, a similar requirement will come into force on March 1, 2027. This was announced by State Duma Deputy Dmitry Gusev.
Previously, fraudsters often had enough of a person's personal data. Now, proof of identity through biometrics or a personal visit to the office is required. This should protect citizens from situations where a person finds out about a loan only after the debt appears. Mandatory biometric identification is expected to help reduce the number of such cases.
Banks must now check Russian transfers based on 12 criteria
To combat fraud, the Central Bank introduced rules on January 1, according to which banks will now check transfers according to 12 criteria. Among the new signs of suspicious transactions is exceeding the standard data exchange time between the card and the ATM during a contactless operation. Information from the National Payment Card System about the risk of fraudulent transfer will also be the basis for verification.
The bank will pay attention if the customer has changed his phone number in online banking or on the Gosuslugi portal 48 hours before the transfer, or if signs of possible fraud, such as malicious software, are detected on his device.
Another criterion is an attempt to deposit cash through an ATM using a tokenized card if the account holder has made a cross—border transfer to an individual in the last 24 hours in the amount of more than 100 thousand rubles.
Suspicion may also be aroused when a client transfers money to a person to whom he has not previously sent funds for six months, provided that the day before he transferred more than 200 thousand rubles to himself from another bank through a Quick payment System.
In addition, the check will be carried out if information about the recipient of funds is contained in the state anti-fraud system, which has been in operation since March.
If the transfer falls under one of these criteria, the bank will be able to suspend the operation for two days or refuse to make the transfer by card or through the SBP by notifying the customer via SMS or push message. At the same time, the client will have the opportunity to confirm the transaction, after which the bank is obliged to make the transfer.
The Antidrop platform is one of the methods of combating financial fraud
To counteract fraudulent transfers, the Bank of Russia has developed the Antidrop platform, which is planned to be put into effect in 2027.
The head of the Central Bank explained that the platform will work based on big data analysis algorithms. For its operation, it is planned to use information from various sources, including payment information, data on card transactions, transactions through the Fast Payment System, as well as intrabank transactions.
The central Bank intends to oblige credit institutions to link taxpayer identification numbers (INN) of clients to both new and existing accounts.
Experts believe that the implementation of the system will allow faster detection and suppression of attempts to transfer funds to accounts related to fraud. According to Yulia Suvorova, Director of Legal Affairs and compliance at the financial marketplace "Compare", the innovation can also reduce the number of erroneous write-offs.
