Stricter requirements for the training of cosmetologists in Russia are primarily aimed at improving the safety of medical procedures and reducing the number of complications arising from the work of unqualified specialists. Alexandra Fileva, a dermatologist, cosmetologist, and expert at the Hemotest laboratory, told Izvestia about this, commenting on the entry into force of Ministry of Health Order No. 67n, which introduces a mandatory standard training program for cosmetologists.
Starting from March 1, 2026, specialists with higher medical education must complete a full-time program of additional professional education in the amount of 576 academic hours. Previously, there were virtually no uniform training standards: many specialists took short-term courses lasting only a few days.
According to Fileva, increased training is associated with the risks that accompany cosmetic procedures.
"First of all, the stricter requirements are aimed at reducing the number of complications from procedures performed by unqualified specialists. Invasive procedures are always fraught with risks, complications and allergic reactions," the expert explained.
She noted that the new educational program focuses on anatomical safety and emergency care skills, which is especially important during injection procedures.
"The new program purposefully enhances the development of emergency care and anatomical safety skills, which is crucial to minimize these risks. But, as in any other medical specialty, the specialist's experience and clinical awareness play a huge role," Fileva added.
The specialist also believes that the introduction of a single standard of education may affect the structure of the aesthetic medicine market.
"New regulations may displace unscrupulous market participants, since today many specialists work outside the legal framework and use non-certified products. Standardization of training will strengthen the professional status of cosmetologists and increase patient confidence in the industry," she said.
At the same time, the expert admits that in the short term, the availability of specialists may decrease.
"Due to the increasing complexity and cost of training, the influx of new cosmetologists may temporarily slow down, especially in regions with limited infrastructure for full—time training," the cosmetologist explained.
