This was announced on March 11 by Kremlin spokesman Dmitry Peskov, speaking at the conference "Modern Media: Technologies, Meanings, Personnel" at the Higher School of Economics.

"We are rapidly losing the tools for our propaganda work abroad. Especially in the near abroad. Television is a relative thing nowadays, it turns off with a button. We are dealing with enemy social networks that are at the top of the competition in the CIS, all over the world," TASS quoted the press secretary of the President of the Russian Federation as saying.

Peskov said that Russia faces the task of finding new platforms where it can "communicate its meanings." He called for thinking about MAX, not Telegram, and added that the developers of the national messenger need to understand that they need to make the messenger more attractive than competitors.

Thus, Russia, according to the presidential press secretary, will be able to acquaint residents of neighboring countries with its position in a hostile information environment.
