The State Duma Committee approved a one-time fine per day for driving without CTP
At a meeting on March 10, the State Duma Committee on State Construction and Legislation recommended the adoption in the second reading of a bill defining that drivers will be fined no more than once a day for the absence of a valid CTP agreement. This is stated in the message of the All-Russian Union of Insurers (VSS), which was received by Izvestia.
The Russian Union of Motor Insurers (RSA) called for the adoption of the document. The president of the union, Yevgeny Ufimtsev, called the bill one of the key steps to introduce in 2026 the verification of the presence of CTP on automatic cameras of photo-video recording. He clarified that about 7-10% of drivers currently drive on the roads without CTP policies.
"Reducing the share of car owners without contracts will have a positive impact on the safety of other road users, that is, there will be a guaranteed opportunity to resolve all issues of damage compensation with the insurance company. Checking the availability of a contract by cameras will also make it possible to more effectively curb the growth of insurance premiums, since bona fide vehicle owners will not have to "pay extra" for those who drive without a policy," Ufimtsev noted.
Earlier, on March 5, it was reported that a camera check was launched in Moscow. Nikolay Galushin, head of the National Insurance Information System (NSIS), told Izvestia about this. According to him, the system has been operational since the beginning of 2026, and now it is only valid for taxis and freight transport. At the same time, the driver is not fined for the absence of a mandatory car license — they revoke his permission to operate a taxi or enter the city for a truck.
