The European Union (EU) has not included the port of Kulevi in Georgia in the upcoming 20th package of sanctions against Russia. The EU Special Representative for Sanctions, David O'Sullivan, announced this decision in a letter to Georgian Foreign Minister Maka Bochorishvili on March 10.

"Georgia will not allow vessels under EU sanctions to enter its ports or receive services. SOCAR has also committed to strictly comply with the relevant EU sanctions, including price restrictions and the EU ban on imports of Russian crude oil and petroleum products," he said, according to the Georgian 1TV channel.

As O'Sullivan noted, these commitments were crucial and eventually led to the exclusion of Port Kulevi from the 20th package of sanctions.

On March 9, Reuters reported that EU countries plan to impose sanctions against third-country ports for operations with Russian oil as part of a potential 20th package of sanctions against Russia. It was noted that these measures may affect harbors such as Kulevi and Karimun, which are located on the territory of Georgia and Indonesia, respectively. In addition, third-country banks may be included in the new package of anti-Russian sanctions.

The head of the European Commission, Ursula von der Leyen, announced on February 6 that the 20th package of sanctions against Russia would include a complete ban on the transportation of Russian oil. According to her, these measures are aimed at further increasing pressure on the Russian energy sector. As von der Leyen emphasized, they will also limit the possibility of circumventing previously imposed EU sanctions.

Russian Foreign Minister Sergei Lavrov said on February 9 that the West, which seeks to dominate the energy and oil industries, does not want to give up its once dominant positions. According to him, the struggle for primacy among European states has become especially evident with the advent of the Donald Trump administration.
