The formalism of the guardianship authorities when deciding whether to transfer children left without parental care to a particular family may be related to the fear of spoiling statistics or violating the requirements of the law on the data bank, which provide for specific dates for the placement of a child at the regional level, said Elena Alshanskaya, director of the Volunteers in Aid of Orphaned Children Foundation.
"I understand the legislative logic: it was thought out a long time ago to spur the activity of guardianship authorities. But this is, in fact, an attitude, in a sense, like a conveyor belt," said the interlocutor of the editorial board.
She did not rule out that if the legislation is made more flexible, the opposite situations may arise when a child is not settled into a family for a long time.
"But it is quite possible to pass between these Scylla and Charybdis," the expert expressed confidence.
