Russia supports the idea of creating an international legal regulation that will apply to low-orbit satellites, including those used for military purposes. This was announced on Thursday, March 5, by Russian Foreign Minister Sergei Lavrov during his speech at the meeting of the embassy round table on the Ukrainian crisis.
"I mentioned such a topic as the use of low-orbit satellites for military purposes, following the example of the American Starlinks, we advocate ensuring that such systems are regulated at the international legal level," he said.
The Russian Foreign Minister recalled that in December 2025, Moscow initiated an informal meeting of members of the United Nations Security Council (UN), at which it had already touched upon this topic. According to him, the meeting confirmed the obligation of operators of low-orbit satellite systems to respect the sovereignty and national legislation of the states in which they provide their services.
On January 12, First Deputy Prime Minister Denis Manturov, meeting with Russian President Vladimir Putin, said that the Russian orbital constellation had increased from 288 to 300 satellites in 2025. According to him, during the indicated period, revenue in this industry increased by 10%, which had a positive impact on the Roscosmos state Corporation and the average salary of the organization's employees.
Four days later, Dmitry Bakanov, head of the Roscosmos state corporation, spoke about the Zorky satellite, which will allow creating digital maps of the movement of unmanned aerial vehicles (UAVs). According to him, by 2027, a whole group of domestic satellites will be formed in orbit at such a pace.
