Minutes were prescribed for nails: Russia introduces a national standard for manicure and pedicure
Starting from April 30, 2026, a new GOST for manicure and pedicure services comes into force in Russia, which for the first time regulates in detail the technology of procedures in beauty salons. The document was developed by Rosstandart and contains detailed maps of typical technological processes for various types of nail and skin care. The standard specifies not only the sequence of actions of the craftsmen, but also the time frame for performing each service, as well as lists of necessary materials and tools. What is included in the GOST for manicure
The new national standard is a set of rules and recommendations for the provision of services in the field of nail services. The main innovation of the document is the creation of maps of typical technological processes that unify the approach to procedures.
The maps describe in detail the sequence of the wizard's actions at each stage of the work. The document defines which drugs, materials, and tools should be used to perform a particular service.
Rosstandart emphasizes that the creation of GOST is primarily aimed at improving the level of safety and quality of services, as well as protecting the life and health of citizens.
The document covers a wide range of services, including:
- Classic, preparation, hardware and combined manicure and pedicure;
- Hand and foot skin care services;
- Strengthening, leveling and modeling of nails;
- Correction of artificial nails and decorative coating;
- Removal of artificial materials.
The document also introduces clear definitions of professional terms. It sets out the concepts of nail patterns, nail tips, and acrylic, as well as defines the client's card and professional tools, which creates a unified terminology base for the entire industry.
GOST also regulates the time for the provision of certain services. For example:
- Classic (edged) manicure – 45-60 minutes;
- Hardware manicure — 40-70 minutes;
- Combined manicure — 40-60 minutes;
- Classic (edged) pedicure — 60-90 minutes;
- Hardware pedicure — 60-80 minutes;
- Combined pedicure — 60-90 minutes;
- Foot and nail skin care, as well as cosmetic foot massage — 30-40 minutes;
- Modeling of artificial nails on upper and lower forms — 70-150 minutes;
- Modeling of artificial nails on the upper "gel" tips — 50-120 minutes.
What will change in beauty salons from a legal point of view
The new GOST does not create mandatory requirements for all market participants. Rosstandart emphasizes that the regulations are advisory in nature and can be applied by organizations and individual entrepreneurs on a voluntary basis.
A document becomes mandatory only if there is a direct reference to it in the contractual obligations. Thus, beauty salons and individual craftsmen can independently decide on the implementation of GOST in their work.
"From the legal side, the standard primarily protects the client. Now the consumer can be sure that the service will be provided efficiently and in the time required for all technological stages. In addition, it is a tool for streamlining the market: it creates obstacles for express salons and outlets that dump due to speed and simplification of procedures, bringing all players to the same standards of work," Anna Lifanova, General Director of the EVITA beauty salon, emphasized in a conversation with Izvestia.
For businesses, the adoption of the standard creates more transparent and understandable rules for working in the market. The presence of clearly defined technological processes allows entrepreneurs to build a system of employee training and quality control of the services provided. The document can also become a guideline for resolving disputes between the contractor and the customer.
Rosstandart notes that the application of GOST is aimed at creating fair competition in the beauty services market. Uniform requirements for work technologies make it possible to level the playing field for all market participants and create a basis for evaluating the professionalism of performers.
What will change in beauty salons for clients
For visitors to beauty salons, the new GOST becomes a guarantee of receiving services in accordance with established requirements. Clients will be able to be sure that the procedure is carried out using proven technology using appropriate materials and tools.
"For customers, the main advantage is transparency and predictability of quality. They will receive a service that clearly meets the stated standard, which eliminates the risk of a "superficial" manicure in order to save time. The customer's gain is in guaranteed quality and full—fledged service," Lifanova shared.
What will change for the masters
The opinions of the masters on this issue are divided. Some believe that GOST does not consider particularly difficult cases or emergency situations. Also, according to some artists, rigid frames reduce the opportunity to experiment with complex designs, which sometimes take several hours to create. Others are positive, believing that the introduction of technical maps will not complicate the work, but will make it clearer and clearer.
"For qualified specialists, in fact, nothing changes. All the time frames and stages of work fixed in the standard are not an innovation, but a base that has long been translated into high—quality training programs and is the norm for salons focused on high-level service. GOST simply legitimizes these standards," Lifanova concluded.
The expert also pointed out rather flexible time ranges (for example, from 70 to 150 minutes for modeling), emphasizing that masters of complex designs should not worry about the lack of time.
"This is a comfortable framework that a professional craftsman with experience can easily fit into, even performing complex artwork," she said.
What will change in beauty salons from a marketing point of view
From a marketing point of view, the new GOST opens up additional opportunities for beauty salons to position themselves in the market. Voluntary compliance with the standard can become a competitive advantage and be used in communication with potential customers.
Nevertheless, the opinions of experts are divided. Lifanova believes that for bona fide salons of the premium and middle segment, the marketing strategy will not change.
"GOST has actually become their ally, officially confirming that their approach to work is a benchmark, not an excess," she said.
In turn, Ekaterina Aleko, director of PR at the 4K marketing agency, believes that the introduction of GOST for manicure may become a new unique sales offer for salons, which will also affect the price list.
"Standardization of the process will give businesses a differentiation tool: salons that can demonstrate compliance with GOST in marketing (for example, in the description of services, on the website, in social networks) will be able to position themselves as a guarantor of quality and safety. This is especially important in the fight for customers who are becoming more demanding of sterility, procedure time and transparency of service," she said.
The expert stressed that although the standard itself does not dictate prices, the time limits for procedures mean that it will not be possible to do it quickly without the risk of being accused of non-compliance with the standard. As a result, this can lead to an increase in the cost of the service — the craftsmen will spend more time on each client, which will lead to an increase in the final price.
According to Aleko, small studios and private companies may face a dilemma: either comply with the regulations in full, which may slow down turnover and increase training costs, or risk losing consumer confidence.
"High-speed masters will cease to be the main advantage of the salon. For the end user, the presence of GOST becomes a sign of confidence: standards increase the sense of security and predictability of the service. In the marketing messages of the salons, mentioning the compliance of the service with GOST can strengthen customer loyalty and become an excellent argument in the competition," the expert said.
