The State Duma proposed to increase CTP payments

State Duma deputies from the Communist Party of the Russian Federation proposed to increase the limits of payments for car repairs and for harm to life and health. This was reported on March 4 by RIA Novosti.

The bill, which is planned to be submitted to the State Duma on March 4, provides for an increase in insurance limits on harm to life and health from 500 thousand to 800 thousand rubles. The limits on property are proposed to be increased from 400 thousand to 700 thousand rubles. Also in the accompanying documents to the draft law, it is proposed to introduce a mechanism for annual indexation of insurance amounts based on the consumer price index (core inflation).

In an interview with RIA Novosti, the co-author of the bill, a State Duma deputy from the Communist Party of the Russian Federation, Georgy Kamnev, said that the current payment limits have long failed to match the amount of damage due to the increased cost of repairing cars, spare parts and medical services. He noted that the indexation of the limits of insurance payments for CTP has not been carried out since 2014, while the price of insurance is increasing every year.

According to the deputy, the unified methodology for determining the amount of repair costs does not always adequately reflect the amount of damage.

On March 2, the Central Bank said that the negative dynamics of the risks of unfair actions under CTP is observed in the republics of Ingushetia, Bashkortostan, Altai and Mari El, Yaroslavl, Kaliningrad and Kurgan regions. According to the regulator, as of January 1, 2026, two subjects of the Russian Federation — the Republic of Ingushetia and the Novosibirsk Region - are classified as a red zone (high risk).
