The Irkutsk Regional Court has upheld the additional sentence for two murders of convicted serial killer Mikhail Popkov, known as the "Angarsk maniac." This was reported to Izvestia on March 4 by the court's press service.

"The verdict of the Angarsk City Court has been left unchanged," the court noted.

According to investigators, during a conversation based on sudden hostility, Popkov used physical force on one of the victims, who retreated into a forest area, threw a rope around her neck and squeezed her until she stopped showing signs of life.

Then he killed the second woman in a similar way, calling her into the forest under the pretext of helping a friend. The man had previously written a confession, admitting guilt in the commission of this crime.

The court sentenced Popkov to 10 years in prison, but together with the previous sentences, he was given a final sentence of life imprisonment to be served in a special regime colony.

In December 2025, the Irkutsk Region Prosecutor's office announced that Popkov, a convicted serial killer for life, had received an additional sentence for two murders committed 17 years ago.

Popov was detained in Vladivostok in 2012. In 2015, he received his first life sentence for 22 murders and causing grievous bodily harm to two women. Three years later, he was given a second sentence for 59 murders. The victims were mostly young women. Popkov also killed a fellow policeman.

In 2020, Popkov was transferred to the Irkutsk region in connection with confessions of two murders committed in the 1990s. He has already been charged with one of them. The woman who was killed in 1995 was still missing. In January 2024, Popkov was transferred from Irkutsk to Mordovia, and he was given a final sentence of life imprisonment to be served in a special regime colony.

On August 28, 2025, investigators filed another charge against Popkov over the murder of two women in 2008. Then he drove a car to the area where he met two women. In the process of getting acquainted, a conflict occurred between them, during which Popkov strangled one of the girls with a rope, and then killed the other in a similar way.

On October 31, the press service of the Investigative Committee (IC) of Russia reported that the number of Popkov's victims had reached 91. According to investigators, in August 2008, the accused met two unknown 27-year-old women. According to Popkov, they were under the influence of drugs. Then there was a quarrel between him and the girls, and the maniac strangled both with a rope.
