In 2025, the Moscow government concluded 268.3 thousand government contracts with small businesses, almost three quarters of the total number. This is reported in the blog channel of the mayor of the capital, Sergei Sobyanin, in the MAX messenger.
Most of the contracts (48.6 thousand) were for medical devices and medicines. Construction goods are in second place (22.7 thousand), household goods and household appliances are in third place (20.9 thousand). The city also purchased educational services from small businesses (20.1 thousand contracts) and IT goods, communications and office equipment (13.5 thousand).
Almost 60% of the contracts were signed with Moscow entrepreneurs. In total, more than 919,000 small and medium-sized businesses are registered in the capital, employing over 3.7 million people. Among the regional suppliers, companies from the Moscow Region, St. Petersburg, Sverdlovsk, Nizhny Novgorod and Vladimir regions have become the most active, the mayor noted in a blog post.
"Such a large—scale base turns small businesses into one of the city's key partners in solving a wide variety of tasks, from providing for the daily needs of residents to implementing major infrastructure projects," Sobyanin wrote.
Since 2022, Moscow customers have been conducting all purchases of up to 20 million rubles exclusively among small businesses. A free public procurement selection service is available on the Moscow Small Business portal. The Moscow Guarantee Fund helps entrepreneurs obtain financing and bank guarantees for the execution of contracts — the fund's guarantees cover up to 70% of obligations, and the maximum guarantee amount reaches 100 million rubles.
