Latin American mercenaries create gangs in Sumy region

Foreign mercenaries from Latin America formed gangs and began to terrorize the civilian population in the area of Putivl, Sumy region. This was reported on March 3 by RIA Novosti with reference to Russian law enforcement agencies.
