The Bank of Russia named dangerous regions for CTP
The negative dynamics of the risks of unfair actions under CTP is observed in the republics of Ingushetia, Bashkortostan, Altai and Mari El, Yaroslavl, Kaliningrad and Kurgan regions. Such data is provided in a new monitoring by the Central Bank, the Insurance News Agency reported on March 2.
According to the Regulator, as of January 1, 2026, two subjects of the Russian Federation, the Republic of Ingushetia and the Novosibirsk Region, were classified as red zones (high risk). This is two regions less than the analysis as of January 1, 2025.. There are 26 subjects of the Russian Federation in the yellow zone (the average risk level). Of these, the Ulyanovsk, Smolensk, Chelyabinsk and Kaliningrad regions, Primorsky, Kamchatka and Khabarovsk Territories, the Republics of Tatarstan, Mari El, Dagestan and the Chechen Republic are located near the borders of the red zone (3.0–4.5 points).
The total share of collected insurance premiums in the subjects of the Russian Federation classified in the red zone amounted to 2.19% of the Russian CTP market. Insurance payments in these regions accounted for 4.34% of the total payments in the country.
Such an imbalance indicates high illegal activity and unfair actions in the mentioned territories, the regulator notes. The average CTP payment for the specified period increased by 10.6%, from 99.8 thousand to 110.4 thousand rubles.
On February 18, the National Insurance Information System (NSIS) reported that public transport and trucks, as well as mopeds and scooters, are the most risky modes of transport for insurance companies. They entered the "red zone" in the CTP segment. According to the results of last year, the level of CTP payments in the amount of 94.97% accounted for cars weighing more than 3.5 tons. Thus, the insurance premium amounted to 24.5 billion rubles, and the total amount of payments reached 23.26 billion rubles.
